How is this going to be utilized by Custom Civs?

This feature seems to have been retrofitted into my existing custom civs after upgrade. I ended up removing all of them.

I want to build a custom civ of humans with industry and such like the Terrans. I tried using the Terrans as a template/copy and also just starting a custom civ, but I keep getting some nurture den and such as starting buildings. Is there something I should be doing to ensure I get the Terran building set with my custom civ?
